Notes: Utility to convert .ivt files to html

.ivt files are the InfoViewer file format used by older Microsoft DevStudio versions as its help file format

Of particular interest to linux folk is that the MSDN cd's from 1998 which contain the microsoft office file format docuentation are in this .ivt format
