Notes:

Theora is a Ogg a fully Open, non-proprietary, royalty and licence fee free, general purpose compressed video format. It is based on the VP3 codec donated to xiph.org in 2002 by On2.com.

It is a DCT-based codec with block-based motion compensation, similar to mpeg-1 and mpeg-2. It offers quality/bitrate comparable to the MPEG committee's patent encumbered H.263 codec.
