Project info for NuRC

Notes: New Relay Chat project (yet another irc3 dead page ;).
Lot's of them done (see Ankh page), but none of them good enough.
I thinks this one would stay.

Also make a note, that I'm not claiming that all of this ideas are mine..... :)

Ok... it seams to be dead project for now. Still collecting ideas and links. Latest ones includes - "this must be something to replace irc,mud,jubber", "there must be only channels objects and no 'users' (see first IRC rfc)", "all servers in the world must be conencted", "IRC network still must exist, but only as a single-configuration/administration group inside TheOnlyNetwork", "it must be modularized and modules must load without server restart. Even without manual changing of configs". Also ..... we must get rid from name collisions - nicks, servers, channels....
