Notes:

The Daily Chump is an IRC bot that listens for URLs at the beginning of a line in public conversation. It picks up these URLs and allows the channel users to annotate them, Wiki-style. The results can be published to the Web.

For an example, see the RDF Interest Group IRC Scratchpad, which is run by the Chump bot.

Chump is written in Python, and generates XML output.
