Cygwin is a DLL which provides a Unix emulation environment for Windows. The Cygwin environment provides a complete port of such development utilities as gcc, binutils, gdb, make, etc., as well as a number of useful utilities.
The Cygwin net release is a mini-distribution including many key OSS libraries and utilities - XFree86, auto*, openssh, apache, squid, mutt, postgresql ....
Finally, note that the advogato project CygWin is an incorrect spelling - Cygwin is not capitalised mid way through, as that provides incorrect emphasis on the windows aspect.
