Project info for Barter

Notes:

Barter is a dead project. Major changes in my life have left me with no desire to finish the implementation. I have basic design documents for anyone who wants a simple project, but there are likely enough similar projects out there that Barter would be little more than a waste of bandwidth.

New HTML Parser: The long-awaited libxml2 based HTML parser code is live. It needs further work but already handles most markup better than the original parser.
