<time> would be great

What do I mean with a <time> tag for html? I mean that when I write a time to meet someone on IRC for example in a html page I would use the <time> tag and specify what time and timezone I am talking about. And if the person I shall meet on IRC is in a other timezone then the browser will recalculate the time to this timezone.
