Got TrustedCVS working, and wrote some new userv-based delegated namespace management utilities for it. Really need to package this lot up and remove all excuses for pserver.

New HTML Parser: The long-awaited libxml2 based HTML parser code is live. It needs further work but already handles most markup better than the original parser.
