Fixed updatechangelog, my script to automatically generate the ChangeLog file on CVS commit to work with commits to subdirs and also show the dirs in the generated ChangeLog.

Wouldn't it be nice, if the ChangeLog file in your CVS repository was automatically kept up-to-date?
As searching for this revealed nothing but people looking for it themselves and hackish solutions like cron based regeneration, I decided to just give it a shot on my own.
The result is updatechangelog, a script to be called from loginfo that automatically regenerates the ChangeLog file on CVS commit via cvs2cl.

Added wdb2marker which I created to aid in finding map bounds suitable for Xplanet as used by the Debian User Worldmap, the Worldmap and the #irssi markers projects.
