Feedback from goffice charts

It is now possible to get some feedback about data just by moving the mouse over the chart to an appropriate point.

There was a demand from GnuCash developers to have this functionality in Goffice as they had when they used Guppi as their charting engine.

I could make it work and then thought that I might use the same API in GChemTable where atomic properties can be displayed as charts. Now, when the mouse cursor rests over one point, the element name can be displayed in a popup window using GTK+ tooltip API.
